What will have more impact in general performance of the PC CPU OR RAM?

Sometimes when I have 10tabs chrome open, and going ingame computer stuttering/freezing a bit, thinking about upgrade CPU(Intel i5 4440) OR RAM(Kingston 8GB).
MY PC SPECS : Intel pentium g3260
NVIDIA GT 730 4gb
4gb ram ddr3
390psu decent
Motherboard Name Gigabyte GA-H81M-S1
 
I was on a triple core AMD Athlon II at one point, with 4gb ram. Then I upgraded to 8gb, and it made a big difference in things like how responsive the browser is when you have a lot of tabs open. Your dual core should be enough for basic use like web browsing. An SSD, even a cheap Sandisk 120gb, would be the next best upgrade for general computer use. Combined with 8gb ram, an SSD will make your computer a lot more responsive. I use a 120gb for Windows and my important programs and a game, then put everything else on my hard drive, it works great.

thats interesting about ssd, and I was thinking like "whats the point of getting 120gb ssd, when I have 1TB HDD storage I have enough space already!!" but seems SSD helps a lot with boot time pc speed? how to use SSD properly after you buy one, I'll have to install my windows/browser/games on SSD to make it run faster or what?
