CPU DOA or bad PSU?

So I recently had to upgrade my custom pc. Basically new computer only keeping psu, case, and cpu fan. When I power on the case I get cpu red error alert. All fans on, all LED’s for Mobo on, and USB ports working. Is my cpu doa? I’ve reseated everything and remounted the cpu fan.

CPU red led on I'm still guessing. You've tried just about everything. No other LEDs are lighting up in boot process. A system can power up with a bad CPU, just not POST. Seems like a DOA CPU or motherboard. Statistically, CPU failures are quite rare and much less likely than motherboard failures. That said, your CPU light is consistently on. Seems like RMA is required at this point.

Yes I have placed the RAM in all slots and with only 1 in. I will try the old CPU. Didn’t try it right away cause I didn’t know if it’s compatible. I’ll check that now. Yes I tried with no GPU and I even breadboarded it. Same issue. I have fully cleaned the thermal paste off and reapplied it too.
 
Hold up on old CPU! The 8th Gen will only work in 3 series boards. 1 and 2 series will not. Power circuitry setup is different,even with same socket pin count. Lighting only staying red on CPU then? Usually they dance around a bit during POST cycle unless you get stuck somewhere.
 
Is RAM on the QVL? Even so, Intel CPUs aren't really that picky in my experience with anything modern. Since you tried reseating, breadboarding, ect. it does seem a good possibility of being the CPU. Have you inspected the socket for any kind of damage? Any thermal compound make it's way in there by mistake? Mounting pressure verified on cooler?

Some thermal compound did get on when I went to resear it but I cleaned it off with rubbing alcohol as was suggested from another post on this site. I was thinking maybe Bios issue? How could I figure that out? I’ve never been able to post yet, so I can’t access bios.
 
You could try and re-flash the UEFI/BIOS without booting with your particular board I believe. The USB Flashback option is what ASUS calls it. Still, your board should support it right out of the box, regardless of UEFI version. Rubbing alcohol should be safe in itself, but if it's on the socket pins, they are extremely fragile. A small amount on the pins could cause issues. However, it didn't work in the first place as you mention, so the compound wasn't in the socket yet.

Basically, you would need to get the .Cap file on a USB drive, and install in specific port on motherboard. With system off, push button in for 3 seconds until it flashes. After flashing stops, update is complete. Some searches for USB BIOS flashback for ASUS should explain a bit better.
