CPU or GPU? Monitor will shut down and turn on again, the software will crash

GTX 1060 - 6GB and AMD Ryzen 7 1700 w/ 16GBs of RAM

I rendered a single frame using Mental Ray (HD 720 with High-quality Setting) in my Autodesk Maya.

My PC is lagging, it using 99% of my CPU, my monitor will crash when I'm rendering. Only the monitor, the PC is still open and working. Sometimes, the monitor will crash and will open again automatically but the software I am using will automatically shut down.

What's the problem, my GPU or my CPU? Because I don't know what will I upgrade or something.

Also, the CPU temp is 70-85 degrees with my stock cooler from AMD
 
Your monitor doesn't crash, just the display does, which means there is some issue with the GPU. The issue might be hardware, not enough power or driver related.
The drivers are the easiest to start with, make sure you've got the latest drivers installed and they are working properly. It might even pay to remove the drivers and start from fresh, just to be sure.
The other issue could be your power supply isn't good enough, what make and model PSU do you have?

Seasonic M12II-520 EVO, also my GPU drivers are updated, but I found some issue that the updated drivers are crashing. I roll back to the one that is working properly but the display still crashes.
