GTX 970 Code 43

I've purchased a used GTX 970 from someone locally and tried to install it onto two separate systems.
The first machine has a corsair 750W and an Asus P8Z77-V LK. I spent hours trying to reinstall drivers, updating bios, discharging static, moved the card to different pcie ports, used different versions of drivers, tried different display ports on the gpu, and no matter what I did. It would only display in 800x600 and the nvidia control panel wouldnt even show up as an option. I checked the device manager and it gave me a code 43, device has reported a problem and windows has stopped it. Or something to that effect.



So I called tech support and they pointed the finger at either the PSU not supplying enough power, the mobo being faulty, or the gpu being faulty. So, not wanting to assume I was sold a broken card, I tried it in my other machine which has an EVGA 1000W and an Asus Z97-A. After installing the GPU I'm greeted with all the same symptoms. Wont display over 800x600, no nvidia control panel, and windows reporting a problem with the device.




I switch it back to my known working GTX670 and no problems whatsoever. My question is, what could POSSIBLY be causing this, and how can I fix it? If its GPU failure, I've already come to terms with the idea that I may have blown the money already and am just interested in repairing the hardware.


Edit, after poking around on these forums, i found that sometimes there can be a bug with the display ports on the card. I was trying to exclusively use the HDMI port on the first machine, and then had both DVI and the HDMI port used when I plugged it into the second machine. Could this be the issue?

I should add that I didn't go through all the same steps on my second machine as I did with my first machine. I didn't update the bios and I didn't install the standalone driver separate from the Geforce Experience.

I should also add that both these machines have Windows 7 installed.
