New Computer Build: Fan spins for a fraction of a second, and turns off

I'm currently trying to build my first computer, however. At first, the fan would spin for a fraction of a second and there would be a red light flashing once at the bottom of the motherboard. I have removed the fan and CPU, replaced the thermal paste, and reinserted them. I put them back together, and the issue still occurs (without the red light this time).

Below are my specs:
GTX 1060
1TB M.2 Crucial MX500
550W EVGA fully modular PSU
GIGABYTE B360N Wifi mobo
Intel i5 8500 processor
2x8GB corsair vengeance DDR4

Here are what I have done to try and solve my problem:
Made sure the front panel connection is correct.
Attempt to turn on the system with nothing but the SSD, 1 stick of RAM, CPU, motherboard, and CPU fan connected.
Similarly, I attempted to solve it by removing the ram, and the SSD.
The above solutions attempted both in and out of the case.

All components are brand new, but I cannot seem to get anything working.

For extra information:
I'm certain I have connected the motherboard and processor power correctly (24 pin and 4 pin respectively), and I have the CPU fan connected to the CPU fan control pins.

No solution I have found thus far have solved any of my issues. I'm panicking since it's my first gaming computer, and I didn't think it would turn out this way.

My mistake, I read over that I guess. You’ve been pretty thorough so the next step would be trying to test each component individually, trying to identify which one is causeing the problem, soon enough to get an rma started from the retailer for the problem part. Can you get access to another system of the same platform?
 
pull the gpu. use one ram stick. on the power supply look for the eps cable (8 pin cable) or a 4 buy 4 cable should be marked cpu. the video power cables are the 6 pin and 6 plus 2 cables. make sure there not in the eps power plug. see if onboard video posts. your mb bios f1 the first should post your cpu. if there no post pull the case cables from the mb use only the power good connector see if it turns on. on the mb in the case make sure the mb on top of the standoffs. check for bent pins under the cpu and try another test power supply.

I have done all of the above, as I mentioned in the things I have done to try and solve the problem. There is no post, or
start up let alone display appearing.

Edit: My bad, I did not mention that I also pulled the GPU in an attempt to get the system running with integrated graphics

I have asked for a refund on the Motherboard, and getting a Z370M-ITX instead. That is, I assumed it was a motherboard issue, and not a RAM, PSU, or Processor malfunction. I assume it is not the PSU as it is 550W on a max 320W system, and not the processor as they are highly unlikely to be defective out of the box. Am I right to assume that the motherboard could be the improper part here?

I can’t be sure based on what info I have, but generally a motherboard defect is more common than a cpu one, or both ram dimms being defective. Exchanging the motherboard will, at the very least, prove were it the problem or not.
