Noise and usage problem, possibly from CPU

My PC has started making a very high noise, most likely from the fans. The HDD indicator on the front of the cabinet blinks a lot, and the noise is mostly constant but sometimes flares up and down. Going from almost silent to a high brumming noise.

I built this PC around January 2017, and haven't had any problems so far. I know how to put together PC components, but im not the most technical savy guy though. So im not sure what is causing this.

I did turn of the PSU, before unplugging the PC from the wall power outlet during a thunder storm tonight. A few hours later i plugged it in, turned on the PSU again and booted up the PC. I didn't notice any high noise, i downloaded a game from steam and during the download i became aware of the much higher noise coming from the PC than ussual.

Any idea what is causing this, and how to possibly fix it?

Will do, however. I played a few video games on the PC. And as soon as I launched a game, the PC went back to it's normal/silent way. And kept being silent while gaming, even though the games are quite cpu and gpu intensive (warhammer 2 total war, high/ultra settings).

I have both a HDD and SSD though, windows and steam is on the ssd while the hdd is just used for storing files. Perhaps the HDD wasn't in use while gaming.

Alright, I ran a diagnostic on both drives. The SSD and HDD, no errors.

I did notice my CPU temps being around 30s when idle, but sometimes they would go to 70-79 degrees celcius and come back down. And that the CPU fans where the only fans to jump to 1600 rpm, while the rest max went to 900 rpm. Perhaps it's the CPU and not the HDD?

Update: It just started being very noisy again, I can hear a noise but im not sure if it's coming from a fan or a hard drive. But I ran a few different tests via Windows diagnostic and Seagate tools, and they all say the drives are fine.

It's also a bit unlikely that it's the CPU or CPU fan, as I was looking at the fan speed and CPU temps when the noise began. And none of them went up, but stayed around 34 celcius and around 800 RPM.

So now im left wondering, what it could be making this sudden loud noise :??:

So, any other ideas? I've done a few scans of the harddrive and they all say it's fine. The fans aren't running faster than ussual. I just don't get it, sometimes it's really quite and then suddenly flares up like a chainsaw running next to me.

I don't really know what to look for :(
