Help Good Computer Bad Performance

Hey I have a good computer but it performs poorly and I do not know why .
-GTX 950 PNY 2 GB
-AMD Fx-8350
-8 GB of Ramn

I mainly play FiveM and Fortnite which I average around 120 frames on Fortnite on 1440x1080 , but I get constant stutters and frame drop that affect my game play.
When I play FiveM I get bad frame drop nothing will load 60 FPS is never there.

-Help please.

Use MSI Afterburner to monitor onscreen your CPU and GPU usage while gaming, as well as clockspeeds and temperatures. The 8350 is power hungry, and you want to make sure it's functioning normally to start with. Speaking of power, what kind of motherboard do you have, make/model? Some lesser motherboards can have problems with that level of CPU.

CPU usage at idle? Stutters can also be attributed to the 8GB and 8350. Whenever I play GTA, ram usage can easily hit 8GB+ and that's with 16GB.
