Regular lag spikes despite solid internet connection

A few days ago I started experiencing lag spikes that last between 5-20 seconds. These usually occur every few minutes but can be more frequent. What's happening is that my ping in video games rises from around 20ms to between 500-1500 ms and other things such as youtube just starts loading until the lag stops. I am the only one in my house experiencing this issue. My download speed is around 500-600 and upload around 100-150 so I don't think the problem lies there.
I have tried to use three different ethernet cables with no results.
I have performed a system restore with no results.
I have done 2 virus scans on my pc with no results.
Are there any more steps that I should take? Or does it seem like a problem related to hardware?

I don't know much about computers or networks so any help would be greatly appreaciated!

I forgot to mention that I have tried to update my network drivers but the problem still persists.
What's a powerline?
Like I said previously, I am not very good at computers plus English is not my first language.

I drag my ethernet cable directly from my pc to my modem, and no, I'm not doing any major downloads.
I have now tried to plug a wireless adapter for wifi into my pc and it works perfectly.
I have also tried other pcs with the same ethernet cables and there are no problems at all.
I'm beginning to think that the problem lies within hardware so I have decided to contact the company I bought it from and ask them to check it out.
I am very thankful for your replies though!
