GPU works, but no display showing through GPU video ports

I can't get video to work through my GPU. Integrated video works fine. I thought my GPU was broken, but I took it to a repair shop and they tested it and said it was fine. Does this mean my motherboard is broken? Or just my PCIE port, and if so, can I just replace that?

Also, I'm having trouble finding 1150 motherboards online. Any recommendation for a new one? I'm mainly looking for the cheapest possible, but would prefer 4 memory slots (so I can upgrade from 8GB to 16GB) if that's possible.

Motherboard: ASRock Z97 Pro3
CPU: i5-4690K
GPU: Sapphire R9 390 8GB
RAM: Ripjaws Series 8GB (2 x 4GB) DDR3-1600
Case: NZXT S340

Actually I just tried a different motherboard (ordered as a replacement), and the GPU still doesn't work. Windows and the AMD Driver Installer (trying to reinstall drivers) both can't detect the GPU.

I guess maybe the repair shop was wrong and the card is dead? I don't know what else to try.

I did update the BIOS on both motherboards.
