So I have just booted my PC for the first time and it keep restarting over and over.

I have tried everything in the book. I've reseated the RAM in all spots changing both of them. I've taken out every peripheral from being attached down to the bare minimum. I've taken the mother out of the case only having RAM, CPU, and CPU fan plugged in. When i turn it on it starts, then stops for not even half second. Almost like a jolt. Then it goes and does this about 3-4 times before restarting and repeating the process. I haven't gotten to the bios screen. I have made sure that the CPU and mother board are compatible. I have also made sure there aren't any bent pins. The PC cooler came with thermal paste pre applied so I don't believe that's the issue. If anyone knows what I should do, please let me know.

Mother board - gigabyte B250m-ds3h socket type lga 1151
CPU - i5 7600k LGA 1151
RAM Hyper X ddr4 ( I'm not sure of the rest of the information on it)
Power supply - Corsair CX 500
Graphics card - R7 260x 2g GDDR5
Im going to try and get the specific details on the RAM.
 
Sounds like a short.
Can you show a photo of motherboard and how everything is connected?
I have seen people connecting floppy power connector to fan header on motherboard. That would cause similar effect.
