Weird Intel Stock Cooler behaviour.

I have an Intel Stock Fan cooling my CPU, however its behavior is pretty strange. If I'm just watching youtube videos or whatever the fans will ramp up to 2000 to 2500RPM; but if I do a stress a test or something, the fans will take a long time to reach 2000 RPM.

Is this normal behavior?

Also, is there anyway I can make the fan speed based on the CPU's temperature so that they only ramp up when the CPU reaches a certain temperature?

It is the motherboard bios fan control that sets the fan speeds.
Depending on the sophistication of the motherboard you should have some options.
If you are using integrated graphics, that will put pressure in the cpu chip and may be what triggers the higher heat.

At idle, you should see 10-15c. over ambient if your cooler is mounted well and is getting a decent supply of fresh air.
