So I've overclocked my 8600k at 4.6ghz 1.152v stable. I was thinking if i was able to add 100mhz (4.7ghz) and still have the same voltage.
My cooler is a hyper 212 evo, motherboard is msi z370 a pro

You can try but no one can really give you exact measurements to follow. All CPUs are different under the term called 'Silicon Lottery' which essentially means if i have identical specs to you (8600K, Hyper 212 EVO, MSI Z370 Pro) and can do 4.8 GHz @ 1.30v for example, this doesn't mean you could. It's possible you could do far better, or far worse. No one can say unless you try it yourself. No CPU has set limits/capabilities and you can't know if you've got a bad overclocker or a good one until you push it. Unless of course you buy a pre-binned chip.

That said, are you sure you've got 4.6 @ 1.152v fully stable? I can't say that sounds quite right. Make sure you at least verify under Prime95 Blend for an hour minimum to ensure it's...

Keep an eye on temps too, you've got a decent cooler but those Coffee Lake CPUs aren't the coolest by any means. Hope this helps! :)
