GTX 1080 Bus interface not running at correct speed

Specs:
i7 6700k
EVGA GTX 1080 FTW
Gigabyte z170x Gaming7 motherboard
windows 10 latest updates

So my bus interface runs at PCIe x 16 3.0 @ x2 3.0 when it's suppose to run at x16 right? I've got nvidia control panel settings on all max performance, gpu is in x16 slot, ran the PCIe render test and it just stays at x2 3.0. I have latest nvidia drivers, bios is up to date.
This game Wreckfest apparently only runs well only if the gpu is running at x16 but I'm not sure what to do anymore as the bus interface will not change. Thank you for your time and any help is appreciated!!
 


GPUs automatically step down the bus interface to save energy. You'll have to test it while it's under load.

You can observe it using a monitoring program such as HWInfo64

Ok yeah I forgot to add that part, while under load it still stays the same, it doesn't go up to x16 during heaven benchmark or while playing several other games. While I'm benchmarking/playing games on GPU-Z the bus interface should change right? I just have it on my other monitor while playing

 


What slot is the GPU installed in?

I do not have any m.2 drives installed, I have a samsung 850 pro as my boot drive, 2 crucial ssds and a seagate barracuda 2tb

My GPU is installed in the PCIe x16 slot, the slot closest to my CPU

Okay I reinstalled the chipset drivers, tried a gtx 1070 that I had laying around and it runs at the exact same speed, no difference, you think my PCIe slot could be the issue?
