Bridge or AP?

I've moved into an apartment where the router is on a different floor as the room I want to connect things via ethernet such as my HUE light hub.

It's a fios router being used. What is the best way to get the network extended so I can connect the hub via ethernet upstairs? Are the ethernet points usable if an Access Point is connected wirelessly? Or must I get a powerline adapter? I've read that a bridge would work but does that mean bridge mode on a router or apple capsule or a specific piece of hardware?

It should, how much performance you will get between floors in an apartment complex on 2.4Ghz is VERY questionable. Too much interference from neighbor's WIFI. This is why I recommended trying powerline network adapters.

An AP and a bridge might be the same device. It is a question of input. Since you don't have ethernet cables, then you would use a bridge or gaming adapter to convert from WIFI to ethernet. Before doing that, I would recommend you try powerline network adapters. Get the AV2 MIMO standard devices for maximum performance and compatibility.
