Are these temps are OK in Idle Mode and Gaming for My CPU

Hi I recently added i7-3770 and I am cooling this CPU with Cooler Master Hyper 212 LED cooler,
so my question is on desktop while browsing or watching YouTube/Chrome work or just on Desktop my CPU has a min of 35c to 50 Depends on how much load its, and while I am on full load in games like BF1 and other and I play in high settings on 1080p my CPU max temps are reaching to 60-70c.
A 71c was the max that I had in stress CPU loads. So with the current Cooler and my temperature in my country goes to 33-37c and in my room, it gets to 30c with an open case, usually in summer is very hot here but in mornings when temp outside is lower the max temps can go to 66c do these temps are in fine average when it comes to idle, chrome browsing and gaming, please I need an answer fast?

Temps are within perfectly normal range. Chrome can cause a bit of heat, but it's normal. Gaming temps seem normal as well. Also keep in mind that the Cooler Master Hyper 212 LED doesn't have a fan as fast as the normal Cooler Master Hyper 212 Evo. I think the fan reaches a max of 1500RPM on the LED while the regular reaches 2000RPM. In slightly hotter scenarios, my normal Hyper 212 Evo reaches around 1600RPM and delivers similar temps while gaming. 70°C is perfectly normal, the stock fan on the i7 processors allows the processor to reach 80° - 90°C, so what you are getting is a massive improvement.

So I am on the safe side I guess, I was thinking to add a Water Cooler 120V with 1x 120mm Fan it those are high temps, and If I get WC how much lower will the temps go down in comparison to the cooler I have now?

A lower-end, 120mm all in one liquid cooler likely won't perform a lot higher than your current air cooler. I'd take a look at some of the coolers at the Low-Mid end that Tom's Hardware tested this year > https://www.tomshardware.com/reviews/best-cpu-coolers,4181.html

They recommend the COOLER MASTER MASTER LIQUID ML240L & DEEPCOOL GAMER STORM CAPTAIN 120EX for either size as excellent performance for their price point.

But in general, will perform to some 10c maybe lower that my Current Hyper 212 Led, instead of the 70c max that I get with this liquid cooler I should me some 60c am I right, and if so that will be very satisfactorily for me?!
Because I am on a budget of 30$ and that's my only option for 30$.
