Is this normal for GPU?

I have a Nvidia 650m GPU. Originally when it is not in use, the GPU-Z shows it is off completely.

However, later I replaced the whole mobo and it came with a new 650m GPU. This time, when it is not in use, it "pulses" on and off on and off every few seconds.

Is this normal? Should I be concerned?

Thanks for the reply. Updating the BIOS was the 1st thing I did. But yes my Nvidia driver is old. I'm on 352.86. But that is deliberate. I have a 650m, rather old chip, so I didn't want to keep upgrading it especially the last time I upgraded it, it wouldn't even work on Starcraft 2, all glitchy and weird.

I have thought of upgrading it b/c of this glitch, but would rather not to. I've been on this version of the driver for a very long time and it worked well with my previous GPU, I assumed they're essentially the same chip. I'm wondering if there is some program that is pulling the GPU? Which is why it is pulsing? I noticed Winzip uses my GPU.
