Hi I have a Chuwi Surbook mini, which you may not be familiar with, but is basically a cheap Chinese Surface clone. I got it for college because I needed something light and cheap and this seemed to have good reviews.

I'm happy with it so far, however it came with a pen that really is kind of useless which o suppose is to be expected. I was considering getting a new pen, however it obviously depends on whether or not it makes a difference.

So is it the screen or Pen that makes a difference? particularly for input lag and accuracy. Or is it more processor dependent?

The screen needs to be capable of responding to the device with which you're going to use as a peripheral. Is the response on the unit crisp when you use your finger on the screen to write? Try and use another stylus(borrowing from a friend) and see if that changes your experience(before investing on a pen). It's the screen.
