I replaced my hdd and putted bootable usb drive and after i turn on pc, nothing showing its all black, mouse and keyboard are not working (not getting power) please help!

I dont know cuz its not my pc, it is from neighbor they bought new hdd 1 tb western digital, but what i can see its 4gb od ram, intel pc supply is 520w. No, nothing shows up

It is brand new hdd from the store, when i replace it with old one nothing shows up, i put bootable usb to install system, but nothing shows up, like screen is not in pc..
