Most OEMs match the cooling to the intended prurpose, and level of CPU selected. I'm sure they both offer excellent solutions for the original application. In most cases they probably buy their parts from the same few vendors like Delta, AVC, Sunon, Matsushita or Foxconn.

That still isn't anything to answer on. That is like saying which brand of cars are faster.

Are you talking about laptops (ultrabooks, netbooks, mobile workstations, gaming laptops), desktops, tablets, all-in-ones...

Temperature might not matter at all if one model is vastly faster than another.
