Solution
Get an i7 2600K or 2700K and Z68 or Z77 chipset motherboard, so you can overclock it, off eBay. You'll may have enough left for another 8GB RAM. Avoid OEM boards like Dell or HP. Get something like a Gigabyte, ASUS, ASRock or MSI.

You can also try to find a combo. It will be harder to find but offer less hassle. Since you get a full unit. If something doesn't work you send it all back. While buying separately can sometimes net a better deal. You also have to figure out which is bad if you get a bum part.

You can also buy a used Dell, HP, &c. With a 2nd or 3rd generation i7. Just be very careful of the design layout. Some use a useless BTX layout. Others have proprietary PSU connectors.

Just be aware with eBay sales. Preferably...

Just be aware with eBay sales. Preferably stick with sellers in your country. Especially if piecemealing parts, due to shipping times. Make sure it is used not parts only. If something is bad you may have to eat return shipping fees.

If at all possible I would suggest new. Sell of your RAM to recoup some cost. This Ryzen is the closest I could get new. Although the i7's I listed are faster. At least you know all is new and under warranty.

Chances to bottleneck vary, depending on the game. Most games only need a 4 core/4 thread CPU of Sandy Bridge or newer on the Intel side. Then it's all about your videocard.

Some games do use more than that. For those games you'd want an i7 since you'll then have extra threads. The only way to do that for under $200 is with older hardware. A CPU, motherboard, and DDR4 ram for a new system will take you over $200.
