Hard drive without an enclosure?

If I buy a hard drive without an enclosure, is it safe to mount the hard drive without an enclosure, or do I need to purchase one? Can I buy an enclosure that still allows the hard drive to be mounted in my hard drive bay? I was looking at this hard drive because it is cheap, but I want to be able to mount this internally.

That's a regular 3TB drive.
For mounting inside a desktop case, you don't need an "enclosure".

That picture is just for display purposes. It does not come like that, with the platter exposed.

Thank you, the picture was confusing. Can I ask why it is so cheap? Is it because it is a bare drive?
