Did Intel ever send out i7-6700k chips that are defective?

Hi Guys,
I have a perplexing issue. I sold my Skylake 6700k that i never used on EBay, my mistake selling to a member with a (0). I am guessing some kid in San Diego, doing his or her first build. So I get it there 2 day priority, and next day, wants a refund due to defective chip. Says window screen is all they see. Well, hello, takes a while for Microsoft to register new build, and it may already be a registered copy on another machine. I am guessing if gets to a windows screen, CPU is fine??? And since this person asked right after purchase (1am my time) "when will it be here". Let's just say, bad sign. I am guessing if a defective CPU, it would not get past BIOS? Any thoughts? And thank you fro your time to read this :)

There are always some bad apples but they are very rare.

Sounds like a scam. He claims a refund but keeps the chip. Ask him for proof and video proof of the CPU not working. Ask him for specs.

I highly doubt it a bad chip. He may have tried to delid it? And if he does send it back, it is no longer "new". Also I have no way of knowing what this person tried to with it, or if it is the original item I sent. Intel doesn't put serial numbers on chips that I know of??? My best client is a postal inspector, and he says he is slammed with work these days. That just gave me a thought :) This was sent via USPS, but I don't want to bug a guy that is my best client, but I'll call on a Sunday, just in case he is beat down....
But realistically, would it go to windows screen it was a defective CPU? I am guessing an impatient person on a wireless network, trying to register an already used copy of windows. I do know that all my computers are updating today, and my wireless Asus Zenbook (win10)will boot in 4 seconds, but a build update can take 30 minutes+. a bad cpu would not post. email the buying make sure the bios rev of the mb will post the cpu. also make sure they have a mb that matches the cpu. intel on there home cpu like to g ofro m1151/1150 pins and dropping new chipset for coffee lake. also with newer cpu and chipset windows 7 wont boot right, if there windows on there hard drive tell them to make a new windows media usb stick and do a wipe and reload of there windows.

Thank you, that is what I thought. Bad CPU, no boot! Also copy of windows won't work either unless you have a COA and it hasn't been registered. I believe I went through that on this old Dell that now has a new mobo. I had to call MS and tell them why I was replacing mobo (bad wlan) and give them COA. Did my research prior to build, so I used "jelly bean"? to get COA.

Thank you gentlemen, I appreciate the support :) This person doesn't have a defective CPU, just a defective take of reality....Wrote many e-mails explaining what could be issue....Will wait for EBay determination, but once that CPU is installed and run on a system, well, it isn't new any longer! And I no interest in getting it back, because this guy might have ruined it. I took all my stufff OFF Ebay, never again. Did 85 good buying/selling tranactions, one ruined it for me!!

Turns out buyer was using a 3rd party shipper (mailbox service), which is a violation of EBay rules. Word to people using EBay, be careful these days. Many people can pop on there, and you can spend hours/days trying to right a wrong when dealing with these people. I earned my money the HARD way on this one.
