AMD ryzen 7 1800x pc build not running at base

The processor is only running at its base which is 3.6 ghz when it is using 7 percent but on my freshly new installed windows it’s only using 0% and only uses 2 ghz is this normal or a defect in the processor

yup it works at 7% it begins to run 3.5 and 3.6 range, also rgd I have a coolermaster masterliquid lite 120. Did I do this wrong? the wire that comes out of the thing you place on top of your cpu, I put it into the cpu fan and I put the other one which is at the bottom right corner of the case and not near the mother into one the cpu ports? is that ok or should I change it?
