My GPU is underperforming badly, after I formatted Windows 7 nothing works like it used to, at least 20 FPS less in every game. In some cases like GTA 5 my GPU won't use more than it's 15% while my CPU is at 90%+ usage. I also have microstutters in some games. After installing Windows 10 things got a really small imrpovement.
Drivers are up to date so is the BIOS. Temperatures are good, 45ºc to 60ºc.
Things that I've tried:
-Updating BIOS
-Disabling HPET from the BIOS and bcdedit
-Used DDU to reinstall my drivers
-Tried older drivers
-Set nVidia control panel settings to "maximum prefered performance"
-Install Windows updates
-Checked for memory leaks while gaming
-Checked my Power Plans and also turned off PCIe Link State Power Management
-Ask God why?
Specs: GTX 1060 3gb (not older than 4 months), i5 4690 3.5GHz, 8gb RAM
Could it be that my graphics card is damaged? I ran some benchmarks with CPU-Z and GPU-Z and they will both use 99%-100%, is that good? I don't know anymore. I'm really lost here and need answers ASAP.
