High End PC but Horrible in Game Frames.

So, I just brought a PC off of a friend so i could set up a dual stream PC, it originally had a spec list of:

I7 6700k
Gtx 970
Some Low end 2133 RAM
MSI B150 PC MATE Motherboard

I then swapped the GPU to a gtx 1080 and the PSU from a 600w to a 750w Gold.

The problem is, for some reason im getting very bad frames (i max at about 140 in a very calm situation) If im in an intense situation i get around 40-60. My CPU utilization was at one point 98% while playing according to HWMonitor but max temperature was around 60 degrees I think, but im not 100% sure. Please Help.

Download DDU and remove ALL drivers (guru3d.com)
Reinstall latest drivers
If that still gives you a problem
run DDU again and install drivers that are about 2-3 months old.
Not sure but I would make sure all your drivers are upto date. Sadly the ram, especially if it is just one stick and your motherboard are letting down the potential of the 6700K which is a very good CPU that overclocks very well. Max temps on CPU is fine though it woul;d be good to understand what cooler you are using and if you could do a Prime 95 version 26.6 test to see what temp it hits at max load would be good to know.
