Mouse freezes, then computer monitor shuts off.

I was going to change the GPU out to see if that was it, but after uninstalling AMD drivers, and just running the computer on Intel Graphics (which apparently are on the AMD video card) , the mouse keeps freezing and the pc just shuts down. I took the card out and it was clean but the thermal paste no longer holds it together. Could that be the problem?

What do you mean the thermal paste no longer holds it together? Most GPUs have a heatsink with screws that hold it to the board. The memory might have heatsinks that have thermal pads that hold it on although I have not seen that in a long time.

And the Intel graphics is not on the AMD GPU. if you are running through the AMD GPU it is most likely using it and the basic Microsoft Display driver.

I unscrewed the GPU. I took the 4 screws off. It's 2 plates with thermal paste in the middle in a square. The Thermal paste was dried up. I screwed it back together. When you look at it from the side, theres no thermal paste holding the 2 together.

Why is this happening??? Do you think my video card is causing my monitor to shut off and that a replacement will fix it, or do you think it sounds like my computer has bigger other problems.
 
Well one issue is you took the heatsink off and now it seems there is a gap. The GPU is most likely overheating. I highly suggest you either take it to a professional to have new thermal paste added to the GPU or you can try it yourself but without thermal paste it will cause it to overheat and eventually the GPU will shut down to protect itself.

You are also more than welcome to replace the GPU if you so desire.
