What model Smart TV?
Usually there is some internal power source, e.g., a battery that keeps the internal clock running.
Or other electronics that do much the same provided the device is plugged in. The device itself may be off but there is still power allowed to the circuitry to maintain the clock and other configuration settings.
Some devices are configurable that when turned on they go to some other source via the internet to get the time and date information.
What date, time, and time zone is the TV resetting to?
Very likely that the specific "fix" is presented in the applicable User Guide/Manual.
