I upgraded my GTX 970 to a 1060 6GB but I’m getting lower fps

So my brother bought himself a GTX 1060 6gb but later he got a good deal on a 1080 and decided to go for it instead, and he gifted me the 1060 6gb he had, I had a GTX 970 and I know the 1060 6gb isn’t very different from the 970 (apparently it’s only 19% better) but I upgraded it anyways, however, I’ve seen a decrease on my fps, is my CPU bottlenecking my 1060?
CPU: i7 2600k
Ram: 16gb

How much fps did you lose?
Did you look that up with www.userbenchmark.com?
You cannot rely on this side because a lot of people are clocking their gpus way higher then usual just to get a good benchmark. Pascal is better at normal overclocking then maxwell and this is the only real reason why this side tolds you that the 1060 is better.

Other then that; Yes the 1060 has a way higher coreclock then the 970 but the 970 does have more shader units and a wider memory bus. This does siginicantly increase memory bandwith.

Overall i would say that the 970 is slightly more powerfull then the 1060...

Well your wrong. The 1060 6gb is noticeably faster than the 970, when working correctly.

I dont have an answer other then checking all the settings in nvidia control panel, or reseating the card (which fixed my performance issues with a 1060)
So, reinstall drivers check the power settings and all that. if that doesnt improve things then reseat it
