My CPU is Ryzen 7 1700 and I bought a new cooler. My old cooler is Wraith Spire (idle 35°c ) and my new cooler is Wraith Max.

I forgot to clean the excess thermal paste and I already put my new cooler.

Should I remove it and apply new thermal paste?

How to clean or remove the excess thermal paste? What kind of cloth should I use?

Also, what should be the normal temp of my CPU? Im living in a tropical country, 28-34°c is normal here

Solution
I agree with above. Just to help understand: How much thermal paste you apply is important. None or too little obviously is not good. But many don't realize that too much also is bad - a too-thick film actually impedes heat transfer. So, look up the instructions provided by the thermal paste supplier and for your particular CPU, and follow them. (There may be different amounts for different CPU's because of sizes.)
