what cpu i should buy ? i3 8100 i5 8400 or i5 8600 ??

i want to build an office computer .

the price for i5 8600 is 100$ more then the i3 8100 .

is it worth it or ill be fine with i3 8100 ?

and an ssd card without hard disk for windows and all the files will be ok ?

8100 will suffice for office machine.
SSD without HDD might be enough - but that depends on size of SSD and how big are the files you need to keep. Generally 256 GB SSD should suffice for starters, if you later find you are running out of free space adding storage HDD is very simple (and inexpensive) thing.

Where do you live? Do you really need a CPU cooler instead of cooler box?

I would change the mobo from a H series to a B series. At last, I would prefer a 2400mhz stick
