Blue Colour Line On Screen After Boot

I have a AMD HD 6850.I installed the gpu with proper installation process and have problem with it.The problem is like this after booting.
1.Black screen
2.Gpu fan from low rpm to High Rpm
3.Couple second later the screen have like a blue line
4.reboot and then the blue line will not return.

What should I do in order to fix this?

2| Do you have a video of the issue?

3| Have you tried uninstalling and reinstalling your AMD drivers with the drivers back when the 6850 was released?

4| Make sure you're on the latest BIOS update and verify which driver revision you're on right now.
