gtx 1060 6gb usage issues

just got the card an it seems to only run at around 30-40% usage in games and around 75% even in 3d mark whilst my cpu never goes above around 60%use so its not a bottleneck issue nor a heat issue as the card never goes over 70 degrees and the cpu stay below 60.

specs incase it helps
i7 4770
12gb ram
msi gtx 1060 6gb

I have the same card but the armor from msi, do you want that I make some tests? I've a i5 6600k it's a little different. But we can try.
Also mine these days is stuck to 70 degrees but my temps were more different. I was gaming at 68 max with fortnite or far cry 5 and I am a little worried. MAybe is the new case maybe the heat in my room
