Good pc, low performance

I have Gtx 1060 3gb, 1x8gb ram 2400, Ryzen 1400 stock 3.20ghz. In gta 5 ( but even in other games ) I get very low performances: i'm talking about 40-50 fps in gta 5 with High settings ( not very high or ultra ). There doesn't seem to be any kind of bottleneck, but gpu usage is always 60% max 70% with a temperature of about 70/75° and cpu the same usage. None of the 8 cores seems to reach 90-100% of usage, there's stability. I don't know what to do.

GTA V is still a PS3 era of game that uses 3 main threads and the graphics driver thread,60-70% usage on 4/8 CPU means exactly that, only a little over half the CPU is being used.
And let's face it,we had 3,2Ghz for more then a decade now it's not anything people would call good today.
It could be the fact you are using single channel ram. Ryzen thrives by using high speed ram (recommended 3000mhz+) since it greatly benefits the infinity fabric design the processor is built upon. By using the single stick of 2400mhz ram you could be holding back its performance.
