I need help with windows/mouse issues.

Background info:
A couple months ago I had a Razer death adder 3500, but it started to randomly disconnect and the windows USB disconnect sound would play every time. The only way to temporarily fix it would be to unplug the USB and plug it back in, but it would just disconnect again after a minute or so. I was convinced it was a problem with the mouse or its USB, and it was a couple years old so I thought that well, the mouse died.
Then I bought the Razer death adder elite, which worked fine until a couple days ago when it also began to randomly disconnect and reconnect, with the windows USB disconnect and reconnect sound playing every time. I uninstalled Razer synapse, but then the mouse transitioned to freezing and unfreezing every couple of seconds. The windows disconnect/reconnect tones didn't play anymore. I changed the polling rate, and the lifting distance of the mouse, but it did nothing. I thought the mouse was broken again, so I bought a Zowie EC1-A and vowed never to touch any more razer products.
I open the brand new zowie mouse and immediately it begins to freeze and jump around. If I were to move my moues in a straight line, the cursor would move, then freeze, and then teleport to where it would be (because I was still moving the mouse). I tested this mouse on a different laptop, and it worked perfectly. I tested my old death adder elite on a different laptop and it worked perfectly as well. It had to be an issue with my laptop, however the touchpad works fine. Here are some things I tried to fix this mouse issue:
I went into device manager and clicked "update driver" for all of the mouses under "mice and other pointing devices," but it said that all were up to date.
I went under the USB section in device manager and unchecked "allow the computer to turn off this device to save power" but it did nothing.
I disabled the nvidia virtual audio device in device manager
I checked and unchecked "enhance pointer precision" in pointer options
I went in GeForce Experience and updated all the drivers.

I'm using the microsoft surfacebook 2, and there's an option when you click on the battery icon on the task bar to set it to "best performance" or "best battery life". I just found out that when I drag the bar all the way to "best battery life", which lowers performance, the mouse no longer freezes and teleports. The moment I drag it to "best performance" it begins to freeze and teleport.

Does anyone have any idea what could cause this?
