Modem to router issue

So I have a router 30 ft away from my modem so I have it connected with an ethernet cable. I connected my phone to the modem 30 ft away through wifi and I get speeds of 75mbps. I connected a computer with an ethernet cable from the router and did a speed test and have speeds of 35mbps why is this happening.
 
Solution
What you call a modem is actually a router if it allows wifi. What happens if you connect your pc to the cable that goes directly to your "modem".

You should not need the second router you should be able to run it as a AP. Generally that means disable the dhcp and use the LAN port rather thant he lan port. If you plug a pc into a second lan port the device will operate as a simple switch.

If you still get better speeds on wifi than ethernet I would suspect some issue with the PC. A ethernet cable itself does not run at 35m or 75mbps it only runs at 100mbps or more likely 1gbit/sec. Any slower rates are due to some device delaying. The traffic actually transfers at higher rates and is held in buffers in equipment so...
