GPU usage problems

I recently upgraded from a r9 380 2gb to a gtx 1060 6gb card and have been having some problems. It seems that the new card never ever goes above 40% usage except on 3d mark where it still only hits around 65% usage and on battlefield 1 where it actually gets up to around 90-95% as it should. i put the old card back in today an it was hitting 99% usage as it should during a benchmark. i've tried clean installs of drivers and i've tried DDU. Also tried reinstalling the card several times just incase but with no luck.Its not a cpu bottleneck either as its an i7 4770 which sits around 20-35% usage and never goes above 70% usage even in battlefield or 3d mark. Everything stays cool also so maybe its just a driver issue with the nvidia card? Some people also say it could be a problem with the pcie port but if it works with the r9 then it can't be that right?? ANY HELP WILL BE APPRECIATED SM. THANK YOU :)

1| Are you on the latest BIOS update for your platform?
2| Since you migrated from an AMD to an Nvidia card, did you uninstall your previous AMD GPU drivers?
3| Can you list your full system's specs like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:

4| It can't be an issue with your PCI-E slot since the cards are of the same slot revision.
5| On another note, are you experiencing any hits with performance or graphical detail, apart from the reduced GPU usage?

i updated my bios to the latest possible

i used ddu to uninstall all drivers
CPU: i7 4770
Motherboard: asusH81M-K
Ram:12gb crucial 1600
SSD/HDD:1tb blue hdd
GPU:was a r9 380 now gtx 1060 6gb
PSU: corsair vs550
Chassis:corsair... not sure the exact name
OS:windows 8.1

an yeah the fps is very low compared to my old card... like in some games its 100fps lower or even more sometimes
