Low demanding games cause CPU spikes

My CPU is spiking in low end games and sometimes bottlenecking my GPU in AAA games. The thing is I've played the games before and it wasn't doing that. The CPU is also overclocked to @4.20 and the speed is 5.17

The temperatures on idle are also strangely high with it being 48 on average. The CPU doesn't only spike in games but it's most noticeable there. It spikes in my effin web browser too but not to 100% and more like 80% which is unacceptable. The PC is clean, there are no malware or any viruses as I've scanned it twice with two different programs. Any ideas?

Don't get too caught up in the task manager. It's a useful tool, but if your temps are okay (48 is completely fine, by the way) and you're getting normal performance, then I wouldn't sweat it. I can't help but feel like you're reading into this too much.
