Looking to upgrade my PC (Motherboard, Cpu & Ram)

I bought this pc about 8 years ago, and im starting to feel like an upgrade is in due time. I recently got a really good deal on a GTX 1070 TI so im basically looking for an upgrade that simply dosent bottleneck my new GPU, and that ends up costing me $450 or less. Im struggling to find parts that im happy with within my budget, mostly because of the high ram prices.

My currenct components:
Motherboard: Gigabyte GA 990FXA-UD5
CPU: Amd Phenom II X6 1090T
Ram: 8gb DDR3 (not sure what mhz)
PSU: Mist 800XHE135ICS (800W)


CPU: I would like a medium-quality CPU that is sufficent for most triple-A games today, and that won't be outdated really quickly.

Motherboard: Im not really picky about motherboards, as i don't know enough about them. I would like one with 4 or more usb slots, decent sound quality and it needs to be fitted for ATX. It also obviosuly has to have the correct socket for the CPU.

Ram: I would like 16GB DDR4 ram at 2666 - 3000mhz, but im not sure if it's worth getting 16gb at these prices. Im currently considering getting 8gb (2x4gb) at 2666mhz, so that i could buy the exact same model later and have 4x4gb. I don't know if that's something you generally don't want to do, and if im to do that, i would need a motherboard that has 4 ram slots.

All suggestions for parts are greatly appreciated.

The Ryzen build from Vapour is a good, solid system, but if your display is a high refresh HD screen an Intel build will be a little faster:
