FPS difference between 2 GTX 1070's

My friend just got a Gigabyte GTX 1070 Windforce OC and he is running an i7 2600 and 16gb DDR3 rated at 1600mhz but mobo supports up to 1333mhz (4x4gb). Mobo is BC67Q


Myself I am running a MSI GTX 1070 Gaming X and I have an i5 4690 and 16gb DDR3 rated at 1600mhz and mobo supports 1600mhz (4x4gb). Mobo is AsRock H97 Pro 4

Both have games installed on SSD


My question is I am getting roughly about 20-30 fps more in games than my friend even if I dont OC my gpu. Any ideas why that might be happening?

The CPU usage in total is around 40-50% While my GPU is 40-50% also. We also kept doing CPU-Z benchmark for the 3d mark and his were significantly higher score than mine was, mine was sitting at 10350 while his was 11117. On direct X10 I remembered I kept getting 230-236 while he was getting 268-272. I am the friend that is having troubles btw.

This is why we are both confused. We triple checked the settings and have the exact same ones. I want to know if maybe my friend is having a hardware issue or is limited by something.
