Computer turns on display if the graphics card is not connected to the psu

So yep, if the graphics card have power, the computer turns on, but the display dosen't.
there is any way to solve it besides buying a new psu/graphics card?

What have you tried to rule out a faulty PSU/GPU?

Can you state what you were doing last with the system prior to loosing display functionality?

Cpu: i5 4460
MOBO: B85M-D2V
Ram: 12 GB DDR 3
HDD: Seagate 1TB
GPU: MSI Radeon R9 280X
PSU: Fsp Hyper 600 watt
Idk what does chassis means.
OS: Windows 10 Pro
At first the computer started to freeze every 15-20 mins,
Then 1 time i turned off the computer by pressing the power button
And when i pressed the power button again to turn on the computer, it turned on but nothing on the screen.

I tried to change the ram slots, tried to power up the computer with 1 stick of ram, tried to reset CMOS and nothing.
But, when i disconnected the cable that connects the gpu to the psu the pc turned on.

But now i changed the bios settings,
i changed that the computer not starts with PCiE graphics, only the IGFX.
and the computer runs with the gpu connected to the psu.
now i don't now what to do to fix the problem.
