Call an electrician, or whatever company it belongs to (ISP, electrical company, telephone company, etc)

The lead from the main road there is just a wire sticking out of the garden i have no wires to connect to the box on my house

If you are in the US call 611 to get lines located. If you dont know what they are, then you should call as well as calling an electrician.
