One gpu fan does not work

I've bought the palit gtx 950 2gb dual edition, and my PC crashed while playing a game, then i restarted the pc and noticed that both fans of the gpu does not work, so i immediately switch off the pc and made sure every cable was connected properly, then the both gpu fans started to work at the start up, later i realised that only one fan works and the othet does not, while playing the game, the fan that didn't work rotates and stops rotating constantly, (5secs rotating, 2secs not rotating). Please do kindly let me know what may have caused this?.. or is this the way of the gpu system?.

Both fans are supposed to completely shut off until a certain temperature is reached. That's why the reviews for it show 0dB at idle.

Normally on a cold boot the fans will momentarily spin up to max, but this may not occur on a warm restart. If both fans operate while the card is under load such as while gaming, then there is nothing wrong. As the 80mm dual-fan cooler is somewhat overkill for a 90 watt GPU, you should never see the GPU temperature rise above about 75C.
