No, i5 8400 will handle the 1070 nicely, but the thing with bottlenecks is they will always exist in every game, but it depends how big the bottleneck really will be.
In your case it should be fine, bottlenecks do vary from game to game but you shouldn't face too big of a problem.
I would be concerned over that 400w power supply you have, you'll need higher wattage.
