CPU not running at full speed

I have a asrock g31m-gs r2.0 and a q8300 quad core cpu at 2,5 Ghz. The problem is that when i run CPU Stress test the usage goes to 90-93% and the speed drops down to 2,3 ghz and when the Cpu isn´t used then the speed goes to 2.4 ghz. I don`t understand this and i have tried everything in bios and the jumpers but all that doesn`t help. And i have 2nd cpu a e2160 that works.

Please help me!!! Thanks for reading this.

That 2.5GHz only applies to 1 core. When using 4 cores, the speeds drop down to prevent overheating. It's built into the cpu firmware and the only way to bypass it is with overclocking and locking all 4 cores at maximum speeds. Your Pentium E-2160 is a dual core cpu and doesn't suffer from that restriction.

In my old motherboard that broke, the cpu worked fine. And I did Overclock the cpu to like 2,7 and 3Ghz but it wont work and the cpu isn´t overheating it sits at 55°C at a load. But still Thanks
