Can't access BIOS on new build

This is a brand new build where I can't access the bios. Before I installed windows, it used to bring me to the american megatrends page and tell me "cpu fan error" and then to "press f1 to run setup)". I had a fractal design aio where the fan plugs plugged into the radiator and then it would all tie into the water pump header so I never had anything plugged into the cpu fan headers. Then when I pressed f1, it would take me to the bios because windows wasn't installed. After installing windows, after the american megatrends page and pressing f1, i would go straight to the windows homepage and never get into the bios. I then plugged the fans into the fan headers and cleared CMOS and that cleared the american megatrends page, but now when I try and get into the bios, I get a couple of black screens flashing and then the windows home page. I've tried clearing CMOS via jumpers, remove battery, holding shift when hitting the restart button, everything I could find and to no luck. Is there anything else for me to do or do I just have a bad board? Please help. This is an asus rog strix z370-g gaming (wifi ac), win 10 pro,

Spammed, held down, delete, f2, shift, smashed random buttons like a cat walking on the keyboard, didn't matter still had the same issue
