Stuttering bottom row of pixels on Samsung CF390 computer monitor

Hello,

My monitor seems to have a bottom row of pixels that stutters when the top portion of the screen has different colors from the bottom. Although the top of the screen performs flawlessly, the bottom can be a bit annoying.

I've tried changing the vertical orientation of the monitor and changing to an HDMI cable. Apparently the monitor will not register to my graphics card/computer unless its plugged via VGA.

I would greatly appreciate any suggestions

Did you test the monitor on another system to make sure issue is with the monitor? If it has that same issue on other computers, contact Samsung support. You can also try using the auto-adjust option to see if the screen will shift to normal.
