if it a new power supply see if the fan power supply case in bent inwards and the fans are hitting the case. if not i world rma the power supply before the fan burnt out.

The fan blades could be off balance, or the PSU isn't mounted tightly. Either way you should be fine as long as the fan is spinning up to speed, although you should probably consider replacing it soon or checking the warranty status if that applies. If that fan fails and the PSU overheats it could be catastrophic to your system.
