Raising GPU Voltage Limit

MSI Afterburner is showing my GPU voltage limit stay at 1 sometimes ingame which causes my core clock to keep downclocking and upclocking. This then causes some stutters to happen when the core clock changes.

Setting the core voltage to +100 doesn't stop it from reaching it. Is there anything else I can do to raise the voltage for my card?

GPU: EVGA Geforce GTX 1070 FTW

I don't remember the PSU model since it's an old one I've been using for a while but I know it's 700w.

The others are:
CPU: Intel Core i7-8700K at 3.70ghz
Motherboard: ASUS PRIME Z370-A LGA1151 DDR4 ATX
RAM: Corsair Vengeance LPX 16GB (2x8GB) DDR4 DRAM 3200MHz C16
SSD: Samsung 860 Evo 500GB

Oh man I'm real dumb, didn't realize it was there. It's a Corsair GS700.
 
Sorry if i was harsh on you, have you plugged in single 8+8 or 2 seperate from psu 8 and 8 pin for gpu?
Thats the only thing that I could think off that it can affect gpu to downclock.

I would also uninstall any overclocking software that you have and monitor via gpuz.

I have 2 separate plugs going into the gpu and the only overclocking type software I have is MSI Afterburner. I haven't set any overclocks in it though.
