Hey guys!
Should I wait to GTX 2000's (or 1100's series) series
or but the current top GPUs?
and which GPU should I pick for 2.1Ghz overclocking?

comment you thoughts!
I really can't decide what do buy?

If you can wait, then wait. You might still decide on a 1000 series card, but you'd hope the price will drop once the next series is released.

Why is the 2.1 GHz overclock important? A stock 1080 should beat a 2.1 GHz overclocked 1070ti, and with a slight overclock be way better.

BTW, Nvidia have been dropping hints that the next generation cards are the 2000 series and the top end will be called RTX, so you'll have the RTX 2080 and RTX 2070.
If the new GPUs are as close to release as rumored (released within days, for sale in weeks?), it'd be worth the wait; as the GTX2060 is rumored to be matching/slightly exceeding a GTX1080 (allegedly), clearly the GTX2070 would be a better value and with better performance than an existing GTX1080...and at less cost. (we hope)
 


I would wait for the new cards to come out this week and look at the benchmarks.

They should be all over the place soon, look at more than one.

Yes, wait. Either the new cards will be a hige upgrade you'll want, or the old cards will come down in price and make them more affordable for you. Regardless, unless your currwnt GPU blows right now, it's best to wait and keep your options open.
