Hey guys!
Can I put two 1300 RPM fans with two 1800-2000 RPM fans on a radiator?
is it has any effect?
or should I buy 4 2000 Rpm fans?

That's my idea!

and how can I install an anti-dust panel for it?!

Is it even possible or my radiator will blow up because the difference of the fans' speed?!?!?!?!?!
http:// you cant see a paint here!

is it possible?

Nothing would blow up and if you have space you can always ad fans in push-pull config but your pull fans should never be slower than push side. Actually it's more up to pull side fan's air flow than actual fan speed. It would also be better to make whole setup as exhaust with matching air flow intake from other (front and/or bottom) fans.
Just be aware that fans for push side should be fans with high static pressure and pull fans and case fans with higher air flow. Can't just rely on fan speed because different fans can have different air flow and static pressure at same RPM.
